•• Это выражение заслуживает упоминания, поскольку речь идет о явлении, оставившем след не только в полицейской практике, но и в общественной жизни и политике. Начнем с его определения, наиболее полно изложенного в последнем издании словаря American Heritage Dictionary: The policy or practice of not tolerating undesirable behavior, such as violence or illegal drug use, especially in the automatic imposition of severe penalties for first offenses. В других определениях подчеркиваются дополнительные оттенки: policy that accepts no mitigating circumstances for improper behavior (сайт Moneywords); a form of policing that allows no crime [от себя добавлю – в том числе то, что у нас называется мелким хулиганством, – disorderly conduct или rowdy behavior] to be overlooked (сайт The Phrase Finder). В общем, как у нас в последнее время говорят, мало не покажется (см. статью крылатые слова и «новая фразеология»). Французская газета «Монд» отмечает, что концепция zero tolerance ведет свое происхождение от «теории разбитого окна» американских социологов Дж.Келлинга и Дж.Уилсона. В своей работе, опубликованной в 1982 году, они утверждали, что максимально строгое наказание даже за малозначительные нарушения закона и общественного порядка – самое эффективное средство пресечения и профилактики преступности. Горячим сторонником этой теории был мэр Нью-Йорка Руди Джулиани (Rudy Giuliani). И действительно, при Джулиани преступность в Нью-Йорке резко сократилась (правда, были и случаи, когда чрезмерно бдительные полицейские расправлялись с ни в чем не повинными, как впоследствии выяснялось, людьми – кстати, см. статью racial profiling).
•• Пример из заявления мэра на одной из пресс-конференций: The City will have zero tolerance for drivers who block intersections or park illegally. – Власти города будут поступать по всей строгости закона с водителями, блокирующими перекрестки или паркующими свои автомобили в неположенных местах.
•• Следующий пример из статьи в австралийской газете – это настоящий крик души туристки, проведшей несколько часов в полицейском участке: Mayor Giuliani’s zero-tolerance program has been positively received for its effectiveness in curbing crime. But arresting first-time offenders for something like fare evasion is taking the law to extremes (Age). – Максимально жесткая линия мэра Джулиани заслужила похвалу как фактор снижения преступности. Но арестовывать людей за первый в их жизни проступок вроде попытки безбилетного проезда – это явный перебор.
•• В наших СМИ встречаются разные варианты перевода этого выражения. Самое плохое – втаскивание английской фразы в русский текст: В 1998 (? – П.П.) году мэр Нью-Йорка Рудольфо (sic! – П.П.) Джулиани объявил войну преступности, организовав и проведя известную кампанию «Zero Tolerance» («Учительская газета»). Не очень удачен и перевод названия фильма, появлявшегося в нашем видеопрокате: «Нулевой допуск» (лучше что-нибудь вроде «Наказание без поблажек»).
•• Я обнаружил также варианты политика нетерпимости к неподобающему поведению, правило «полной нетерпимости» (сайт zhurnal.ru: Возможно введение правила «полной нетерпимости» (zero tolerance). В общем, взял взятку – под расстрел) и политика «нулевой терпимости» (министр внутренних дел Великобритании слыл сторонником политики «нулевой терпимости» (Zero Tolerance) к нарушителям скоростного режима). Последний вариант (можно с пояснением или с включением фразы по-английски) представляется мне подходящим, когда zero tolerance выступает в качестве термина. Различные варианты перефразирования вполне приемлемы и даже предпочтительны, когда это выражение используется скорее в переносном смысле.
